The rare rate on this server is way low...and if anything does rare it comes out with like almost no ops on it or always spirit. One side of the game that needs to be fixed. I find it un fair to sit here and try to make jewels and then the blues are worth more then the ones that are rared because your 99% chance of failing a jewel when trying to rare and then 95% of the time that it does rare it comes out with either 1-3 str,int,wis,skill or like 20-80 health and mana.

So it's normal find jewels with int 15 or 17 ?
Bonus values are high.

No the fact that you can get 13's is fine but when you can rare 100 jewels and only get a select few outta that, that are even remotely good is what is bad. Ex:
Raring a 12 Int, 13 End, and it coming out to be 12 int, 13 end, and 15 health.
Or as it seems with all high life jewels: raring a jewel with 220ish health, and coming out as 2 str, 8 spirit, 220 health and 100 mana
