Hopping horse and cloaks pvp 40..tradeable?

I want to know if Hopping Horse and Cloaks PvP 40(warlord/combatant 601/combatant 400/holy knight) are tradeable? If they aren't I think u must make it tradeable,because a lot of players has account on GOR with a lot of moonstones and I think is fine to can transfer that items to one of their account (valo/der)
