Balance between Valo - Dero

Hi GMs,
I have a question if you plan to give some advantages ( more AP, less honour lost etc. ) for nation which have less players. Because I remember when Valo had less players, everyone who go on Valo was given Warlord Cloak for 30 Days, and now there is nothing.
If you do than do it not only for one nation until it will be in balance but everytime when balance would be disrupt, nation which have less % would have these advantages.

Nice that you give here this link but that´s not the answer on my question.
And this "transfer" is very funny. Since 3.7. were transfered from Valo to Dero 13 players but only 5 of them are usefull ( they have eq and guild ) rest of them are without eq ( char for trading ) or they have low/dung eq.
I was asking for advantages which will serve as motivation for players change their nationality to help nation with less players. And of course penalty for nation with more players. It works on other servers so I think it can works here too. This would hold balance between Valo and Dero.

Ok, I checked page 9, where are 15 players:
3 players are active, others have this "Monthly Honor: #NC"

So, I see this conversation has no result so I will not continue in debate.
