I have had people bid high on my items on occasion and then immediately retract the bid and have observed they have done this frequently on other items.

My theory is this discloses the level of the top bid, then they bid late in the auction or snipe using a different identity. A bit of a flaw in the system when Ebay seemingly allows them to do this as often as they wish....
