Jewels & Chakra/Wings/Cloud are always very different, a perfect average value isn't possible.
Armour
The following chart shows the most common numbers, a perfect value isn't possible at this huge amount of items.
The "Refinement with gloves" is the best way to refine without runes, you can get them in the "Baikera Canyon Entrance" in Gor.
"Aunlock" - maximum Resistence
"Kristan" - maximum Evade
The other gloves work too, but don't give you always the maximum refinement.
